Donald Dewar told the Scottish Liberal leader (Jim Wallace) that unless his party (Libs) abandoned their voters pledge to SCRAP tuition fees at Scottish universities that Labour in Westminster would make sure that proportional representation voting would NOT be adopted in the "UK" as a whole....
