The chancellor Gordon Brown is making concessions to the Welsh assembly to ensure they get every penny of the European aid cash, at the same time he and Blair and witholding money that EVERYONE except Blairs cronies, says belongs to Scotland.

Alex Salmond said "With every twist of this sad tale the need for fiscal autonomy for the Scottish Parliament becomes ever clearer."

"A breach has been made in the Treasury's treatment of Wales and we must charge through it in Scotland. It is worth hundreds of millions of pounds to the Scottish assigned budget."
