Scots business says devolution has failed
The Scottish Council for Development and Industry (SCDI) says the so called Scottish parliament has failed to control the influence of ministers in the Labour-led Scottish government properly.
The SCDI claims promises that legislation would be drafted by individual MSPs have not been met and that too many committee meetings are held in private.
The report concludes that the targets of openness, accountability and transparency - the principles of devolution - have not been fulfilled.
