In another flash of near-divine inspiration Tony Blair proposed that the police could issue on the spot fines against people for being 'too rowdy'.

It's a great idea, start with the children - sorry MPs in Westminster, and move on to loud mouths in business who keep putting the Scots down.

Perhaps we should have fines for breathing too much air, using too much internet bandwidth or speaking out against Westminsters lunatic ideas also?
