Scottish joke of a parliament
The Sewel amendments , named after a henchman of Donald Dewars from the Scottish Office (another arm of
Westminsters rule over Scotland and its people) can pass laws decided upon in London
OVER the will of the 'Scottish parliament'.
The 'legal' phrasing goes along the lines of "The UK government will proceed in accordance with the convention that the UK parliament would not normally legislate with regard to devolved matters except with the agreement of the devolved legislature." It goes on: "The devolved administrations will be responsible for seeking such agreement as may be required for this purpose on an approach from the UK government."
