Jim Wallace, the man who has backed out of all promises he made to Liberal voters in Scotland to support the corrupt, Scots hating Labour party has squeaked again that he wants proportional representation (a liberal goal).

He said "We have talked about a partnership of equals between central and local government. If local government is to be revitalised, it must be more democratic. I don't want to sound confrontational but Labour's local government chiefs should recognise that we attach significant importance to PR."....
